Julie Kay Roberts is an executive resilience advisor with more than 25 years of experience helping leaders navigate crisis, continuity, private-public coordination, and strategic communications.
As President of JK Roberts, LLC, she advises executives and consulting teams on crisis communications, business continuity, disaster management, and active threat planning, helping leaders move from plans on paper to decisions that hold up under pressure.
Her career spans the highest levels of government and emergency management. She served as Deputy Chief of Staff and Director of Communications at NOAA, and as External Affairs Director for the Florida Division of Emergency Management, where she built the public-private frameworks that shape how government and business coordinate before, during, and after disaster. She led communications through major State Emergency Response Team activations, including the 2016 Pulse Nightclub response, and earlier served as a political appointee in the George W. Bush Administration across FEMA, the Department of Labor, the Department of Commerce, and a diplomatic post in the Netherlands.
In 2021, she founded the Private Sector Emergency Management Association (PSEMA), the only national association dedicated to helping business and industry build resilience against natural and man-made disasters.
A Certified Emergency Manager (IAEM), Julie completed executive programs at the Naval Postgraduate School's Center for Homeland Defense and Security, FEMA, and Harvard Kennedy School, and holds a B.A. in Communications and Political Science from East Texas Baptist University.

In December 2021, Julie founded the Private Sector Emergency Management Association to connect business, industry, nonprofit, and emergency management partners before, during, and after disasters.
Through PSEMA, Julie has helped build a national network focused on public-private coordination, disaster response, business continuity, supply chain resilience, and operational support during high-impact events.
That work informs the JK Roberts advisory model: build relationships before the incident, understand how systems depend on one another, and create practical coordination structures that can activate when time matters.
