Julie Kay Roberts is a strategic communications and emergency management veteran with two decades of experience in public and private sector. After a decade of serving in state and federal government positions, Roberts returns to the private sector as President of JK Roberts, LLC, specializing in strategic planning, crisis communication, emergency management, media relations, and risk assessments with continuity planning.
In early 2022, Ms. Roberts launched the Private Sector Emergency Management Association, a network of businesses working together to become more resilient against future disasters.
Prior to starting her consulting business, she served as the Deputy Chief of Staff and Director of Communications for the National Oceanic and Atmospheric Administration (NOAA).
Prior to NOAA, Roberts served as the External Affairs Director for the Florida Division of Emergency Management. During her tenure, Roberts developed the nationally recognized public outreach and educational campaign – Kids Get a Plan, established multiple awareness-building partnerships with college and professional sports teams, organized public-private sector summits, and served as lead during activations of the State Emergency Response Team.
A native of Marshall, Texas, Ms. Roberts holds a Certificate in Emergency Management from the International Association of Emergency Managers. Furthering her professional experience, she completed the Center for Homeland and Domestic Security (CHDS) Executive Leadership Program at the Naval Post Graduate School, the FEMA Executive Leadership Program, and the National Preparedness Leadership Initiative (NPLI) through Harvard Kennedy School Center for Public Service. Ms. Roberts earned her Bachelor of Arts degree in Communications and Political Science from East Texas Baptist University.
Justen Noakes has over three decades of experience in the retail industry, including supply chain logistics, project management and emergency management. Mr. Noakes has extensive expertise in building and managing world class business continuity and emergency management programs from the ground-up. He has led a top rated retailer through some of the largest disasters in the United States, including Hurricanes Rita, Ike and Harvey, the COVID-19 Pandemic, Winter Storm Uri and the Uvalde Robb Elementary School Shooting just to name a few.

Travis Cryan has 25 years of experience in Emergency Services and Preparedness. He gained his early experience as a Paramedic working in multiple environments ranging from urban to austere. He has also served as the Program Manager for a Healthcare Coalition and coordinated enterprise-level emergency management for Duke Energy.
From 2019-2022, he worked for the District of Columbia Homeland Security and Emergency Management Agency as the Training and Exercise Program Manager and in Special Projects for the Office of the Chief of Staff, where he led an effort to change how we train as a profession. Travis currently serves as Strategic Advisor to the President of Association and Society Management International (ASMI), where he also serves as the Chief of Staff to the International Association of Emergency Managers (IAEM) leadership. Travis is also the owner of TLC_TRNG, where his focus is on helping develop and deliver innovative training. He is a CEM through IAEM, where, as a member, he previously held several volunteer leadership roles. Travis also holds a BA in Emergency Management and an MS in Management and Leadership.
